The True Cost of a Holiday

The true cost of a holiday is the full payable trip cost, not the first number shown in an advert or search result. This guide shows how to build that total in the right order so you can compare trips on a like-for-like basis, avoid under-budgeting, and spot where optional extras, local taxes, exchange rates and booking-stage charges can change the real bill.

Overview

The true cost of a holiday is the total payable trip cost, not the first price you see in an advert or search result. Across flights, hotels, packages, rail and coach bookings, the headline price may leave out optional extras, some local taxes, or charges that only appear later in the booking journey. UK competition guidance identifies hidden mandatory charges and drip pricing as a problem, which is why a proper holiday budget has to go beyond the first visible number.

A practical holiday budget is best built in layers: core transport, accommodation, booking-stage extras and mandatory fees, destination spending and admin costs, contingency, and then a final like-for-like comparison. That sequence matters because different products include different things. A flight may include only a small cabin bag, a hotel rate may exclude local taxes payable at the property, and a package may bundle flights and accommodation but still leave out insurance, visas or in-resort spending.

The most useful rule is simple: price what must be paid, then separately price what is likely to be chosen. Unavoidable costs belong in the main total. Optional costs should be added only when they match the actual trip plan. That keeps comparisons honest and helps you avoid both false savings and a budget that looks complete but is not.

Key definitions

Step by step walkthrough

Begin with the route, dates, party size, number of nights, board basis, and whether the trip is self-booked or packaged. Without those assumptions, price comparisons drift. One offer may be room-only while another is bed and breakfast, or one fare may include only a personal item while another includes a cabin bag.

The cost building loop

Build the total from the first unavoidable layer upwards, then test each later layer before making comparisons. The aim is not to produce a perfect forecast of every pound spent, but to avoid comparing incomplete prices and to separate compulsory costs from genuinely optional ones.

Worked examples

These examples show how a holiday cost can expand once you move from a headline number to a full trip budget. They also show why matched, end-to-end comparisons are more useful than comparing one visible price against another.

Assumptions: 2 adults, 3 nights, self-booked, return flight from the UK, one small cabin bag each included, one shared hold bag added, room-only hotel, city tax payable at the property, and all figures in GBP unless noted.

Checklists

A checklist helps stop small omissions from turning into large budget gaps. Use one before booking and a second one just before paying.

Glossary

Base fare

The transport price before chosen extras such as baggage or seats are added. In air travel, unavoidable taxes and charges known at publication belong in the final displayed fare.

Board basis

What meals are included with accommodation, such as room-only, bed and breakfast, half board or all-inclusive.

City tax / tourist tax / occupancy tax

A local government charge linked to overnight stays, often calculated per person, per night or as a percentage. It may be collected at booking or at the property.

Cleaning fee

A compulsory short-let accommodation fee charged per stay by some hosts or platforms. Where mandatory, it is part of the real accommodation cost.

Drip pricing

Showing an attractive early price, then adding mandatory charges later in the booking process. UK CMA guidance says this is prohibited.

Dynamic currency conversion

A merchant or ATM offer to convert a foreign transaction into the cardholder's home currency at the point of sale or withdrawal, often with a marked-up rate and extra fees.

Excluded charge

A charge disclosed separately from the initial booked price, such as some local taxes on accommodation platforms.

Guest service fee

A platform fee charged to the guest on some short-let bookings.

Mandatory fee

A charge that cannot reasonably be avoided if taking the product as offered. Consumer guidance treats this as part of the true price.

Resort fee

A compulsory accommodation charge, often per room per night, for bundled amenities. Consumer authorities view it as part of the total price.

Headline price versus total payable cost

A headline travel price is not the same as the full trip cost. Mandatory fees, taxes and charges should not be hidden until later, but optional extras and destination costs can still mean the final holiday bill is far above the first number seen.

Mandatory taxes and fees that may appear later in the booking journey

Accommodation pricing can still involve separate city taxes, resort fees, cleaning fees or local charges, depending on platform setup and local law. Where a charge is compulsory, it belongs in the true stay total even if it is disclosed separately during booking or payable at the property.

Exchange rates, card fees, and why the paid amount can differ from the quoted amount

The sterling amount finally charged can differ from the quoted amount because a merchant may offer dynamic currency conversion, a card issuer may add foreign transaction fees, and the network rate may be applied at processing rather than at the moment the purchase was made. Card schemes say the conversion details and any additional fees should be disclosed.
